1. The State encourages all types of enterprises to develop and utilize coalbed methane (coal mine gas) in various ways.

2. Government departments at all levels shall supervise and urge coal mining enterprises to formulate comprehensive utilization plans for coalbed methane (coal mine gas) in conjunction with the actual conditions of the mining area, and organize review and approval to guide enterprises to make rational use of energy resources. Power generation can be used as a component of the comprehensive utilization plan for coalbed methane (coal mine gas).

3. All coal-fired methane (coal gas) power generation grid-connected projects shall be approved by the provincial-level people's government investment authority; all coal-fired enterprises shall use self-produced coalbed methane (coal mine gas) power generation projects and report to the local people's government investment authorities for the record. . The investment department of the provincial people's government shall submit the approval and filing status to the investment department of the State Council in a timely manner.

4. The power industry policy encourages the construction of coal-bed methane (mine gas) power generation projects in coal mine pits. Encourage the use of coal-bed methane (coal gas) generator sets with a capacity of 500 kW and above, and develop internal combustion engine units with a capacity of 1000 kW and above, as well as high-power, high-parameter and high-efficiency CBM gas turbine (mine gas) generator sets.

5. Encourage coal-bed methane (coal gas) power generation enterprises to improve energy utilization efficiency and safe and stable operation level of power plants through technological advancement and strengthening cooperation with domestic and foreign gas generator set manufacturers.

6. Coalbed methane (mine gas) power plants shall implement relevant national laws and regulations, industry standards and regulations, accept professional management and technical guidance from power grid enterprises, have grid-connected technical conditions, and obey power dispatching instructions.

7. The power generation of coal-bed methane (coal mine gas) power plants should, in principle, be given priority to self-use in the mine area. The power supply that needs to access the Internet should be acquired by the power grid enterprises, and the electricity charges should be settled in time according to relevant regulations.

8. The coalbed methane (coal mine gas) power plant does not participate in the market bidding and does not undertake the task of peaking the power grid.

9. The power grid enterprise shall provide various convenient conditions for the coalbed methane (mine gas) power plant access system. In principle, the power grid enterprise is responsible for investing in the construction of the power grid to the public connection point, and the power generation enterprise is responsible for investing in the construction of the access system project from the power plant to the public junction.

10. The power grid enterprise shall accept the access system project invested by the power plant in accordance with national standards, industry standards and regulations, and sign a grid-connected dispatching agreement in time to ensure the stability of the power grid and the normal operation of the power plant.

11. The on-grid electricity price of coalbed methane (coal mine gas) power plants is based on the on-grid price of biomass power generation projects in the “Trial Measures for the Management of Renewable Energy Power Generation Price and Cost Sharing” formulated by the National Development and Reform Commission (Development and Reform Price [2006] No. 7) (Implement the local grid de-sulfur coal-fired unit on-grid price and subsidized electricity price in 2005). The difference between the on-grid price of the local desulfurization coal-fired unit is solved by increasing the sales price of the provincial-level power grid where the CBM (coal mine gas) power plant is located.

12. Relevant government departments shall formulate supporting policies and measures to encourage coal-bed methane (coal mine gas) to generate electricity, and create favorable conditions for the comprehensive utilization of coal-bed methane (mine gas). Regulators such as electricity and prices shall strengthen the supervision and inspection of the electricity and price execution of coal-bed methane (coal gas) power generation projects.

13. If coal-bed methane (coal mine gas) power generation enterprises are fraudulent, once the relevant government departments and regulatory agencies have to order them to correct the mistakes, the grid companies can suspend the acquisition of their on-grid electricity and recover the price difference.

14. The implementation opinion is interpreted by the National Development and Reform Commission.
