1. Bidding conditions
This project has been approved by the document (No. 1645 of China Agricultural Development and Reform Commission [2015]). The bidder is the Jijixia Water Conservancy Project Construction Authority of Haixi State and the construction fund is 1.882 billion yuan. This project has already met the conditions for tendering. The project is now undergoing an open domestic tender and the potential bidders who come to participate in the bid will be qualified after the trial.
2. Project overview and scope of tender
2.1 Project Location: Jiji Gorge, Delingha City
2.2 Project Overview: The reservoir site of the Jijixia Water Control Project is located about 6km upstream from the exit of the Bayin River Canyon and about 60km from the northeast of Delingha City in Haixi Prefecture. It is a key storage project of the mainstream of the Bayin River, and its main function is to runoff. We will adjust for many years to ensure the safety of water for the development of the local economy and support the sustained and rapid development of the social economy in the region. The development tasks of the project are: mainly urban living and industrial water supply, taking into account the comprehensive utilization of power generation, flood control, and so on. The installed capacity of the power station is 33MW, the guaranteed output is 7.51MW, the average annual power generation is 99.77 million kw.h, and the annual utilization hours is 3153h. The power station serves as the base load in the system. The generator voltage of the power station is 10.5kV. The generator-transformer combination adopts the expansion unit connection + unit connection mode, the 110kV side connection adopts the single busbar connection form, and the factory use 10.5kV side adopts the single bus sectional connection form. The voltage rating of the power station is 110kV, and the scale of the outlet 1 is sent back to the Dongshan substation.
2.3 Duration 365 days, specific delivery time, agreed in the contract.

3. Bidder qualification requirements
3.1 Potential bidders must have independent legal entity qualifications for 10kV high-voltage switchgear, 0.4KV low-voltage switchgear equipment procurement, R&D and manufacturing enterprises, with design, manufacturing, quality control, and operation in terms of professional technology, equipment and facilities, personnel organization, performance experience, etc. The corresponding qualifications and capabilities of management.
3.2 Has a perfect ISO9001 quality assurance system, designed and manufactured similar projects 10kV high-voltage switchgear, 0.4KV low-voltage switchgear equipment and has more than three years of operating experience (including an altitude of 3000 meters above the performance), and provide the corresponding contract (or A copy of the contract agreement) as proof;
3.3 The bidder should have a production license.
3.4 The bidder shall have type test and inspection report of the same equipment;
3.5 The Commonwealth does not accept bids from the Commonwealth.
4. Time, location and requirements for bid registration
